How to compress an image in Photoshop, at a glance
Photoshop hands you three separate controls for file size, spread across three menus, and most of the confusion online comes from not knowing which does what. Export As and Save for Web both re-encode the picture at a quality you pick. Image Size changes how many pixels the file holds. The smallest files come from using them together: cut the dimensions first, then pick a quality. Here is the whole map before the step by step.

Which method should you use, Export As or Save for Web?
Use Export As for almost everything, and reach for Save for Web only when you want to watch the file size change in real time as you nudge the quality. They do the same core job, re-encode your image smaller, but Export As is the current tool and Save for Web is a legacy panel Adobe keeps around for compatibility.
Save for Web is kept mainly for people who learned it years ago and want the live size readout in the corner of the preview. Adobe notes it can use more memory and run slower than newer export options on very large files (Adobe, Save for Web). Export As is faster on big documents and gives you a size estimate in the asset list, which is close enough for most work. My rule: Export As by default, Save for Web when you are chasing an exact kilobyte target by eye and want the number updating as you drag.
Neither one touches your layered PSD. Exporting always writes a new flat file and leaves the editable master alone, so you can export a dozen versions at different qualities without ever risking the original.
Export As: the modern route
Export As is the recommended way to compress and export in current Photoshop. Open File, Export, Export As, choose a format on the right, set the quality or bit depth, optionally resize in the same dialog, and click Export. It covers PNG, JPG, GIF, and SVG, and it shows an estimated file size for the settings you pick so you are not guessing.
The JPG quality slider
For a photo, set Format to JPG and drag the Quality slider. It runs from 1 to 100 percent, where higher keeps more detail and makes a bigger file, and lower throws away detail to shrink the file (Adobe, Export settings and preferences). Adobe's own guidance for web images is to land between 60 and 70 percent, which is the sweet spot where the file drops hard but the eye cannot see the loss at normal zoom. Start at 70, check the preview, and only go lower if you need the extra kilobytes. This is the fastest way to reduce JPEG file size in Photoshop for anything headed to a screen.
PNG transparency versus Smaller File (8-bit)
If the picture has transparency or hard flat edges, use PNG instead. In Export As, the Transparency checkbox produces a 32-bit PNG that keeps the alpha channel, and the Smaller File (8-bit) checkbox produces an 8-bit PNG that is far lighter; with both off you get a 24-bit PNG. For a logo, an icon, or a screenshot of flat UI, the 8-bit option often cuts the size by more than half with no visible change, because those images use few colors. Reserve 32-bit for artwork that genuinely needs smooth transparency.
Resizing inside Export As
Export As has its own Image Size section, so you can downsize while you export in one pass. Lower the Width or Height, or change the Scale, and pick a Resample method, then watch the estimated size fall in the asset list before you click Export. A 6000 pixel camera photo bound for a 1200 pixel-wide blog column is carrying five times the pixels it will ever display, and cutting that here is the single biggest reduction you can make.
Save for Web (Legacy) with a live file size preview
Save for Web gives you the classic optimization panel with the file size printed under the preview, updating as you change settings. Open File, Export, Save for Web, pick JPEG, PNG, GIF, or WBMP, adjust the quality, and read the size in the lower left before you click Save (Adobe, Save for Web). That live number is the whole reason to use it. When a form caps you at exactly 200 KB, you can drag the quality down and stop the instant the readout dips under the limit, instead of exporting, checking in Finder, and trying again.
The two-up and four-up tabs let you compare the original against one or more compressed versions side by side, so you can see the quality cost of each size before you commit. These Save for Web quality settings are the finest control Photoshop offers for hitting a precise target by eye. The tradeoff, again, is that it is legacy: heavier and slower on large files, and missing newer formats. For a quick modern export, Export As wins; for eyeballing an exact cap, Save for Web still earns its keep.
How do you shrink the pixel dimensions with Image Size?
Open Image, Image Size, keep the link icon on to hold the proportions, enter a smaller Width in pixels, set the Resolution, turn on Resample, and click OK. Pixel dimensions drive most of a file's weight, so this one dialog usually does more than any quality slider (Adobe, Resize images in Photoshop).
The Resolution field trips people up. For anything shown on a screen, 72 to 96 PPI is plenty; 300 PPI only matters when you are printing, because PPI describes how pixels map to inches of paper, not how sharp the image looks on a display. Setting a web image to 300 PPI does nothing but confuse you later. What actually changes the file is the pixel Width and Height, so decide the largest size the image will ever display at and match it.
When you are reducing size, choose Bicubic Sharper as the Resample method; it keeps downscaled photos crisp. This is the honest core of how to reduce image file size in Photoshop: throw away the pixels you will never see, then compress what is left. Do the resize first and the quality slider afterward has far less work to do.
What quality setting should you use?
For web photos, use quality 60 to 70 on the Export As or Save for Web percentage slider, or the High to Maximum band, 8 to 12, in the Save a Copy JPEG Options dialog. Photoshop confusingly has two different quality scales, and knowing which is which saves a lot of second-guessing. Export As and Save for Web use a 1 to 100 percent slider; the older JPEG Options dialog, reached through File, Save a Copy, uses a 0 to 12 scale grouped into Low, Medium, High, and Maximum (Adobe, File compression in Photoshop).
The two scales are not a clean one to one match, so treat the table below as a use-case guide rather than an exact conversion. Pick your target by what the image is for, then set whichever scale your chosen dialog uses.

To make the tradeoff concrete, here is what lowering JPEG quality does to a real file. I dropped a 4.5 MB phone photo into our own compressor: at quality 80 it came back around 0.9 MB, roughly 80 percent smaller with no visible difference at normal zoom, and at quality 60 it landed near 0.47 MB, about 90 percent smaller. Photoshop's sliders produce the same shape of curve because they drive the same JPEG encoder underneath.

Which format should you pick, JPEG, PNG, or WebP?
Match the format to the content: JPEG for photographs, PNG for flat graphics and transparency, WebP when you want both small and modern. JPEG uses lossy compression, which drops data to reach the smallest files and is ideal for continuous-tone photos; PNG and the LZW and ZIP options are lossless, keeping every pixel exact, which is what solid-color logos and text need (Adobe, File compression in Photoshop).

The common trap is saving a logo as JPEG or a photo as PNG. A JPEG logo gets fuzzy halos around the lettering because lossy compression smears hard edges, and a PNG photo balloons to several times the size a JPEG would be, because lossless compression cannot do much with millions of subtly different pixels. As for WebP, Photoshop added support in recent versions through File, Save a Copy, but the Export As and Save for Web dialogs still focus on JPG and PNG, so if you need WebP, use Save a Copy or export a JPG here and convert it afterward. WebP typically comes in 25 to 35 percent smaller than a JPEG of the same visual quality.
How do you batch compress a folder in Photoshop?
Use the Image Processor to compress a whole folder in one run: File, Scripts, Image Processor, pick the source folder, choose Save as JPEG with a quality value, optionally set a maximum Width and Height to resize every file, and run it. It processes every image in the folder without you opening them one at a time, which is the piece most Photoshop tutorials skip entirely.
The Image Processor is the right tool when you have thirty product shots or a whole event gallery to get under an upload limit. Set the JPEG quality once, tick Resize to Fit with a sensible pixel cap, and Photoshop exports the entire batch to a new folder while your originals stay put. If you do this often across different projects, you can save the settings as an Action and replay it, but for a one-off folder the Image Processor dialog alone is enough. When the batch is large and you would rather not tie up Photoshop at all, a browser tool that takes a folder of files is often quicker to reach for.
Common mistakes when compressing images in Photoshop
Most oversized Photoshop exports come from four habits, and all of them are quick to fix.
Compress images in Photoshop without lowering quality first
The first mistake is lowering the quality slider while leaving the pixel dimensions at full camera resolution. A 6000 pixel photo at quality 40 is still bigger and worse-looking than the same photo resized to 1500 pixels at quality 75. Resize first, every time. The second mistake is using JPEG for logos and text, which adds visible artifacts; use PNG or a lossless option for flat-color art.
The third is assuming Save for Web is the modern default when it is a legacy panel that runs heavier on large files. The fourth is worrying that exporting damages your PSD; it never does, so export freely. Fix those four and your exports will already beat most of what you find online.
